These are integral components of our mid-term development plan for the academic years 2023-2025, merging past institutional development facets and forming crucial directions for the next three years. 

Key administrative units will execute the plan’s strategies, with colleges serving as the primary operational units, fostering collaborative efforts to enhance academic performance and highlight institutional strengths.

Issues related to domestic and international environmental changes (from the school’s campus award supplement plan)

Our University primarily utilizes the SWOT analysis method as the main tool for assessing campus affairs, considering both internal and external environments. We focus on analyzing domestic and international trends (political, economic, social, technological, environmental, legal, ethical, and other societal development needs), the higher education ecosystem (including students, graduates, employers, etc.), academic research, and higher education policy directions. This external environmental analysis is compared with major competing schools (including national universities, private universities of similar scale and nature, universities in mainland China, and foreign universities) to conduct both macro and micro-level analyses and position competitive advantages. 

Based on this analysis, we formulate strategic campus development strategies, launch corresponding action plans or responses, actively seek resources from all parties, establish resource integration mechanisms, enhance administrative efficiency, leverage each advantage, mitigate each weakness, seize each opportunity, and address each crisis. 

Utilizing the comprehensive SWOT analysis results, we employ an Interrelation Matrix strategy, forming SO, ST, WO, and WT strategies to correspond with the campus development goals and plan appropriate strategic planning accordingly.

Financial operations and budget allocation at our University are carried out in accordance with educational objectives and medium-term campus development plans. We integrate the spirit of zero-based budgeting and implement important annual plans in accounting administration and financial management. We have a sound budget system, internal controls, and financial information systems to enhance administrative service quality, improve financial efficiency, and achieve educational goals.

 

Financial resource planning should be closely integrated with the campus development plan. When the educational environment changes, the school should adjust its development strategy accordingly, and dynamically revise the medium-term campus development plan. Annual campus plans should be combined with budgets, and through annual budget execution variance analysis, the impact of declining birth rates, rising prices, and increased personnel costs on school finances should be reviewed. Core development projects should be timely adjusted, organizational manpower and budget scales should be adjusted, and dynamic management should be carried out through the cycle of design, planning, budgeting, and review.
